‘It’s literally highway robbery’

Phil Parhamovich of Wisconsin temporarily lost nearly $92,000 of his life’s savings last year after a stop by the Wyoming Highway Patrol. Now, Wyoming Gov. Matt Mead has signed a bill that will prohibit the state from using so-called asset forfeiture waivers — a form that allows people to sign over their money or assets to the government if they are implicated in a drug crime.
