Who should do it?

A little over a week ago I was driving to work and there was a dead animal on S. Yellowstone. I can't stand to see an animal lying in the road so I called the city on a Wednesday and was transferred to public safety, who said they would take care of it. I called again on Thursday and was transferred to public safety, which then transferred me to the Idaho State Police, and again I was told they would take care of it. It was still there on Monday night, so I risked life and limb on S. Yellowstone picking it up. Most of the time when I call about a dead animal on S. Yellowstone it is picked up right away, but it seems like if it is past a certain point from Idaho Falls no one wants to take responsibility for picking it up. So, if you see me standing by the side of the road with a box and shovel, please slow down and don't hit me. (Word count: 171)
